Storage tanks in Florida installed after December 1988 must meet the new storage tank regulations spill and overflow prevention, corrosion protection, and leak detection.

Option #3 is to remove your out storage tank and stop selling gasoline. Sounds abrasive, but if you do not replace your storage tanks or reline them you will be forced to remove them, which will probably cost as much as option #2.
